据汤姆路透网站报道，汤姆路透为了扩大业务范围（扩大用户，赢得更多利润）决定对SCI网络版（Web of Science）再增加700种区域性期刊，被选定的扩刊对象带有明显的地域特色，并非全球看好。汤姆路透公司花费了2年多的时间，对世界数千种区域性自然科学、社会科学、艺术与人文科学领域期刊进行了评选，虽然区域性期刊的选刊标准与国际性期刊的选刊标准基本上相同，但是区域性期刊更注重其区域性特色，而不是看重期刊的被引频次多少。据汤姆路透公司的资深总监（senior director）讲，Web of Science是企业界的首选产品，因为其选刊更看重质量，索引也并不追求数量。通过扩大区域性杂志的选刊范围，使此前仅提供寥寥无几的极少数的几种国际性期刊上发表的文章的局限性得到改善。这次通过扩刊，可以使Web of Science覆盖面更广。最初增加的700种期刊，将会为全球就某些科学议题提供有意义的带有区域特色的见解。
本次选刊是从来自全球76个国家的1675种期刊中，经过严格筛选，最终确定的。

确定的区域性期刊必须满足严格的挑选标准，除了必须按时出版之外，还要有英文文献信息(如英文标题、摘要、关键词等)，对被引用的参考文献也有要求。新增加的期刊涵盖的学科领域有艺术和人文学科、农业生物学与环境科学、化学工程、计算机及技术、生命科学、物理、化学、地球科学、社会和行为学等。我国这次入选的期刊有42种，其中大陆地区34种，台湾6种，香港2种。
